What you are looking at is real time quotes from the future’s market from Intrade (www.intrade.com) on the 2006 Election (top line) and the 2008 Election (bottom line).
Example 1: Senate GOP 76.2 means the market says they believe the GOP has a 76% chance of holding the Senate.
Example 2: House GOP 37.2 means the market says they believe the GOP has a 37% chance of holding the House.
Then this is also broken down further by the amount of seats Dem 14.5 (seats) gain 67 =67% chance. Dems need 15 seats to gain control of the House.

Update: I have noticed that quite a few websites, (Townhall and Powerline to name a couple) are referring in Intrade now as a source. Did I start a fad?
